Cooperative agreements to USA, Canada, and International entities to increase the participation of girls in sports and physical fitness in Afghanistan. Applicants are advised that required registrations may take up to several weeks to complete. The purpose of the program is to empower young women and girls to be a force for positive change and use sports as a platform to develop critical life and leadership skills.

Based on funding availability, this cooperative agreement will provide funding to increase girls’ participation in sports and physical fitness in Afghanistan. The recipient should partner with local communities and/or schools to create a safe outdoor space for over 600 girls ages 15-18 per year to engage in activities such as local sports groups, cross-country marathons, and inter-regional sports events to help women reclaim public space and develop the ability to work in a team and the confidence to lead. Proposed projects must also include the following three components: 1) Inclusion of women and girls with disabilities, 2) Gender-based Violence (GBV) education and prevention, and 3) Ensuring sustainability of the program. Competitive candidates will have a history of promoting girls’ access to athletics in countries in conflict and will describe how discussion of topics such as leadership, teamwork, and female role models in athletics will be woven into programming.

Project Goal

This cooperative agreement seeks to increase girls’ and women’s equality and empowerment through participation in athletics. The fundamental goals of the program are to inspire young women to engage in public life, learn civic leadership skills, and be active agents advocating for social change in their communities, including promoting civic virtues such as tolerance and equality for all. 

Project Audience(s)

Afghan young women and girls, including those who are differently abled mentally or physically, will be the primary audience for this project. Parents and community leaders in multiple provinces will also benefit. 

Project Objectives

To reach this project goal, proposed projects should strive to:

  1. Increase awareness and knowledge among participants about gender-based violence and prevention
  2. Strengthen critical athletic skills (e.g. teamwork) and leadership skills (e.g. self-confidence)
  3. Promote concrete measures to widen participation for women and girls in public spaces within their communities and beyond
  4. Create and strengthen participants’ social networks within their communities and beyond

Additional Eligibility Criteria:

Eligibility is open to all types of applicants except for individuals. Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
