Grants to Massachusetts nonprofit organizations in eligible regions to enhance the physical security of buildings at risk of terrorist attacks. Funding is intended to enhance the security of organizations at high risk due to their ideology, beliefs, or mission. Grants may be used to purchase and install physical security equipment and screening systems. Eligible organizations are located in the Metro Boston UASI region: Boston, Brookline, Cambridge, Chelsea, Everett, Quincy, Revere, Somerville, and Winthrop.

Applicants must provide evidence of prior terrorist threats or attacks through police reports, insurance claims, or other supporting documents. Eligible applicants must:

  • Identify as a highly recognized national or historical institution with an increased chance of being a terrorist target
  • Detail their responsibilities in responding to or recovering from terrorist attacks
  • Prove to be a vulnerability based on risk assessment findings 

Proposals are evaluated based on the:

  • Building and sustainability of core capabilities outlined in FEMA's National Preparedness Report
  • Strengthening of governance integration between private nonprofit entities and federal, state, and local governments
  • Encouragement of a whole community approach to security and emergency management

Equipment is limited to select items in the following categories of items on FEMA’s Authorized Equipment List (AEL) (

  • Physical security enhancement equipment:  Category 14
  • Inspection and Screening Systems:  Category 15

Additional Eligibility Criteria:

Nonprofit organizations eligible to apply for funding must prove to be at high-risk of a terrorist attack and must be located within the Metro-Boston Urban Area Security Initiative (UASI):

Eligible nonprofits organizations are those that are:
1. Described under section 501 (c)(3) of the IRS Code of 1986 (IRC) and exempt from tax under section 501 (a) of such code.
2. Determined to be at high risk of a terrorist attack by the Secretary of Homeland Security.

Municipalities are not eligible to apply for this grant program.
